in getting mirror-2.3 to work with FreeBSD, i found that timelocal.pl has
a bug.  a patch is included below.  this needs to be applied to both
src/gnu/usr.bin/perl/lib/timelocal.pl and
src/usr.sbin/xntpd/scripts/monitoring/timelocal.pl
