avoiding the Id-smashing problem which has plagued developers for so long.

- Add full prototypes, including to function pointers.
- Make the wire protocols 64-bit type safe, eg: 32 bit quantities are
  int32_t, not long.  The orginal rpc code was implemented when an int
  could be 16 bits.

Obtained from: a diff of FreeBSD vs. OpenBSD/NetBSD rpc code.
