'RELENG_2_1_6_RELEASE'.

This commit was manufactured to restore the state of the 2.1.6-RELEASE image.
Releases prior to 5.3-RELEASE are omitting the secure/ and crypto/ subdirs.

This 3rd mega-commit should hopefully bring us back to where we were.

Watch out for falling rock until phase 3 is over!

libc completely merged except for phkmalloc & rfork (don't know if David
wants that).

Some include files in sys/ had to be updated in order to bring in libc.

Brought in changes from main branch: update to BIND 4.9.3-beta24
