libc: Purge unneeded cdefs.h

These sys/cdefs.h are not needed. Purge them. They are mostly left-over
from the $FreeBSD$ removal. A few in libc are still required for macros
that cdefs.h defines. Keep those.

It may be dynamic so we can't rely on PAGE_SIZE being present or
correct.

Avoid copying too much from the input string.

This avoids reading past the end of the static strings.  On a system
with bounds checking these tests fault.
