This commit was manufactured to restore the state of the 4.0-RELEASE image.
Releases prior to 5.3-RELEASE are omitting the secure/ and crypto/ subdirs.

All Makefiles now use MACHINE_ARCH for the target architecture.
Unification is required for cross-building.

Tags added to:
	sys/boot/Makefile
	sys/boot/arc/loader/Makefile
	sys/kern/Makefile
	usr.bin/cpp/Makefile
	usr.bin/gcore/Makefile
	usr.bin/truss/Makefile

negatives (in libss and init).  (BINFORMAT=foo is to turn off better
handling of the a.out case.)
