LinuxKPI: include acpi headers for RISC-V

In order to compile iwlwifi(4), which is reported to work on RISC-V,
include the ACPI headers to avoid adding further FreeBSD-specific #ifdefs
to the driver.  With this iwlwifi(4) just compiles on RISC-V (at least
if ACPI support is turned off in the module Makefile).

LinuxKPI: Add acpi_dev_get_first_match_dev and acpi_device_handle

acpi_dev_get_first_match_dev returns the first match of ACPI device
and acpi_device_handle returns its ACPI handle.

The SPDX folks have obsoleted the BSD-2-Clause-FreeBSD identifier. Catch

LinuxKPI: Exclude linux/acpi.h content on non-ACPI archs.

LinuxKPI ACPI support is based on FreeBSD import of ACPICA which can be
compiled only on aarch64, amd64 and i386. Ifdef-out broken parts on our
side to avoid patching of vendor code.

This fixes drm-devel-kmod build on powerpc64(le).
