in the lower drivers, as it is no longer necessary.

- Remember the keyboard repeat delay and rate. Add a new ioctl,
  KDGETREPEAT. (syscons.c 1.330, atkbd.c 1.18, kbd.c 1.14, kbio.h 1.4)
- Obtain the initial key repeat rate setting via BIOS in i386 if
  possible. (atkbd.c 1.20)
