The ACL tests use UIDs and GIDs 41 through 49 and expect them to be
unassigned.  Since GID 43 is now assigned to the audio group, some
tests have begun to fail.

While here, also fix a benign Perl syntax issue in the test runner.

When run in a jail, /dev/mdctl is missing. So skip any tests that use
mdconfig or mdmfs with md in this case: they can't possibly work. This
is in line with other tests that test for presence of required features
and skip if they aren't present. I did this instead of checking for
jails so they can still run in jails that allow creation of md devices.

r339782 re-enabled acl test 00 and 02, which were disabled in r336617
due to PR 229930.
When the tests were disabled the code to set their required programs was
disabled as well, but this was not reinstated when r339782 re-enabled
them.
Do so now.
