avoiding the Id-smashing problem which has plagued developers for so long.

Merge in NetBSD's changes to make(1). Changes include:

	- removed unused header file (bit.h)

for help in the merge.  A 'diff -ur' between Net and
FreeBSD now only contains sccsid-related diffs. :)
