Import mrouted version 3.9-beta3+IOS12 . This is a version of 3.9-beta3

with minor changes to work around a bug in Cisco's IOS version 12.0 .
3.9-beta3 is much improved over 3.8, and is only labelled "beta" because
of missing features, as opposed to instability or known bugs.

I'm using these to try to resync our tree with the vendor branch..

This is a 'for reference' import of mrouted release 3.6. It's pure

conflict markers, but it actually changes nothing.

We've been running this code with small changes for some time, this may
be useful for checking what those changes.  It was unfortunate this
module got so far away from the vendor branch (whitespace changes didn't
help)
