This commit was manufactured to restore the state of the 2.2.5-RELEASE image.
Releases prior to 5.3-RELEASE are omitting the secure/ and crypto/ subdirs.

    mode tells the other side it's going away.
  o Initialize LCP, CCP &amp; IPCP when LCP comes down so that
    we're not temporarily in ST_STOPPING when the line is
    down.
