Update IRC channel information. Also changed <filename></filename>
to <hostid></hostid> around the irc server hostnames and removed the entry for irc.FreeBSD.org since it's essentially dead. PR: 14733 Submitted by: Dan Langille <dan@freebsddiary.org>
