The PRepS Tools package contains a tool called prepsdb_tool that is used to
create and update PRepS databases.  This package also contains libpreps.
libpreps is a library  that contains routines used by the database server.
libPRepS only needs to be installed on the machine where the PRepS
database(s) reside.
