Update to tzdata2005m release from Arthur Olson. Only updates are to
commentary and to "Link" directives, but the latter should fix reported problems with clean installs (by no longer installing those links). Obtained from: ftp://elsie.nci.nih.gov/pub/tzdata2005m.tar.gz
