ccr: Support T7.
- Use expanded channel ID fields (2 bits vs 1 bits), even on T6 as on
T6 the extra bits were previously reserved and the channel IDs should
only be 0 or 1 on T6.
- Set CMDMORE in ULP_TX_PKT on T7.
