Fix the date
The first part of the mips pruning has been commited. This part is uncontested. Fix the date in the UPDATING file to reflect when I made the commit. The contested parts will be committed (or not) once those discussions complete.

The XLP config has been removed. We can't support 64-bit atomics in this
