Vendor import of tzdata2013b:vendor/tzdata/tzdata2013b
Lots of historical data added. Morocco: add DST rules for the coming years Cuba: Doing DST in 2013. Chili: Will do DST in 2013 as it seems. Obtained from: ftp://ftp.iana.org/tz/releases/
