Uncomment the 'helptest' section.
Notably, the armv6 release images are gone with the 14.0 release.
This section was kept up-to-date during the 13.2 release cycle by
dbaio@. I would be happy to do it this time around.

AsciiDoc for an article type document (the default): fix the level of
each section below the sole section that is level zero (the title).
https://docs.asciidoctor.org/asciidoc/latest/syntax-quick-reference/#section-titles
The FreeBSD Project home page describes https://www.freebsd.org/where/
as 'Get FreeBSD', not 'Download FreeBSD'. Gain consistency in this page.
(Consistency in the FreeBSD Handbook and elsewhere may be gained through
future reviews.)

https://www.freebsd.org/where/
Level 1 heading 'Download FreeBSD' is not perceptibly different from
the identically-worded visible title. This heading appears to be
redundant.
The very short 'Help to Test' section is no more than direction to
visit the download page. Self-referencing.
Generally, the page has become a slightly disorderly mix. Begin
improving this, partly through adjustments to heading levels.
Two new headings, level 1:
Production Quality
Development and Testing
… and so on.

Supplemental to D36520 <https://reviews.freebsd.org/D36520>:
* a few corrections (for example, the general advice about mirror sites
was misplaced under FreeBSD 12.3-STABLE)
* narrower column headings should improve tables on smaller displays
* a few other improvements
* generally less verbose.

The presence of end-of-life (EOL) content is sometimes a source of
confusion, especially for newcomers to FreeBSD.
<https://lists.freebsd.org/archives/freebsd-hackers/2022-September/001468.html>
there's emphasis on timely updates, when ends of life occur.
Now: remove the 13.0 section i.e.
<https://www.freebsd.org/where/#download-rel130>; then we can have a
new diff for, and more leisurely review of, D36523
<https://reviews.freebsd.org/D36523>.
