acpi_cpu(4): Remove unused 'acpi_cpu_disabled' boolean
It is not used anywhere. Disabling acpi_cpu(4) can be done through the
regular ACPI disable mechanism (using the 'debug.acpi.disabled' tunable,
see acpi_disabled()).
