Multiple delayed NAs on the same ifa can occur simultaneously.
Therefore:
* Differentiate between GRAND and solicited replies.
* Cancel previous pending GRAND NA for same ifa.
* Reuse ndq memory for GRAND.
* Free non-GRAND replies immediately.
* Don't limit non-GRAND NAs.
