SYSCTL(9): Retire SYSCTL_NODE_CHILDREN()
It does not provide value over the pre-existing SYSCTL_STATIC_CHILDREN()
macro, which is widely used in the tree, whereas SYSCTL_NODE_CHILDREN()
is not.
