Add a new per-group SUBPACKAGE option to bsd.man.mk. When MANSPLITPKG
is enabled, this is forced to "-man", otherwise it defaults to empty
but can be overridden by the caller.
Use this in bsd.lib.mk to install library manpages in the -dev package
instead of the base package. This is nearly always preferable, since
library manpages are usually in section 2 or 3 and are only relevant
to people with development packages installed.
For manpages which should be installed in the base package even for
libraries, add a new MANNODEV group in bsd.lib.mk. Update existing
Makefiles to use this where appropriate.

OPENSSL_API_COMPAT can be used to specify the OpenSSL API version in
use for the purpose of hiding deprecated interfaces and enabling
the appropriate deprecation notices.
This change is a NFC while we're still using OpenSSL 1.1.1 but will
avoid deprecation warnings upon the switch to OpenSSL 3.0.
Future work should migrate to use the OpenSSL 3.0 APIs.

arc4random.
While here, use an explicit_bzero instead of memset where the intent is clearly
to zero out a secret (clear_passphrase).

Leaf directories that have dependencies impacted
by options need a Makefile.depend.options file
to avoid churn in Makefile.depend
DIRDEPS for cases such as OPENSSL, TCP_WRAPPERS etc
can be set in local.dirdeps-options.mk
which can add to those set in Makefile.depend.options

The default package use to be FreeBSD-runtime but it should only contain
binaries and libs enough to boot to single user and repair the system, it
is also very handy to have a package that can be tranform to a small mfsroot.
So create a new package named FreeBSD-utilities and make it the default one.
Also move a few binaries and lib into this package when it make sense.

Mainly focus on files that use BSD 2-Clause license, however the tool I
was using mis-identified many licenses so this was mostly a manual - error
prone - task.
The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

bootstrapping on older releases to work due to lack of at least 'install -l'

Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.
Still need to add real targets under targets/ to build packages.

The reasoning behind this, is that if we are consistent in our
documentation about the uint*_t stuff, people will be less tempted to
write new code that uses the non-standard types.
I am not going to bump the man page dates, as these changes can be
considered style nits. The meaning of the man pages is unaffected.

Similar to libexec/, do the same with lib/. Make WARNS=6 the norm and
lower it when needed.
I'm setting WARNS?=0 for secure/. It seems secure/ includes the
Makefile.inc provided by lib/. I'm not going to touch that directory.
Most of the code there is contributed anyway.
