net/kube-{apiserver,controller-manager,scheduler}: Update to 1.37.2HEADmain

- Build with USES=go:modules and set the version through the
  component-base ldflags; the old vendor/ paths are gone upstream.
- Add a FreeBSD stub for possibleCPUs(): upstream only builds it for
  linux, darwin and windows, so pkg/securitycontext fails to compile.
- Refresh the pkg-message text; the kubelet is no longer unported.
- kube-scheduler: move the plist into PLIST_FILES and use
  %%PREFIX%% in pkg-message.
- Drop the executable bit from the rc scripts.
