Teach modern pyproject.toml some manners around our vintage setuptools.
Upstream now requires setuptools >= 77 and uses the SPDX license string
syntax. FreeBSD still ships setuptools 63.1 here, so patch the build
requirements and use the older license table form to keep everyone on
speaking terms.
