Changes:
* Clef tool has been moved to https://github.com/ethereum/clef
* Drop dependency on hidapi as it seems no longer required.
* Pebble v2 is now supported as a key-value store backend.
* API Changes
- memory: words are 0x-prefixed and padded to 32 bytes
- storage: keys and values are 0x-prefixed
- error: omitted when empty (previously serialized as "")
