   NEW:
     (Playback) Better caching of codec testing to improve
      start time of playback sessions.
     (Preferences) Split transcoder slots into CPU and GPU slots.

    FIXES:
     (Ad Detection) Logs were left next to the target media file
      instead of in the Plex Log folder.
     (CreditDetection) Credit detection would fail on windows
      servers.
     (Docker) Various issues related to permissions could occur
      when explicitly setting UID and GID.
     (Downloads) Any existing files in ‘Downloads temporary
      directory’ would be deleted.
     (Downloads) Setting ‘Maximum simultaneous background video
      transcode’ to ‘Unlimited’ would prevent any download
      transcodes or optimizations from running.
     (Music) Similar artist tags were not being loaded.
     (Optimizations) HEVC Optimization could result in a file with
      no video.
     (Subtitles) When automatically selecting subtitles forced
      subtitles were preferred over full subtitles.
     (Transcoder) SW fallback would fail when CPU slots were set
      to Unlimited.
