devel/kf5-knewstuff: upstream backport requests
KNS, "Hot New Stuff", and Open Collaboration Services
are handled by the knewstuff and attica libraries. An
ongoing performance problem on the OCS servers has been
traced back to request flooding by those libraries, and
this is a fix; backport request by upstream.
