Upstream dropped procmail-wrapper.c, so remove the post-build target
that compiled it.
Strip the .github, .editorconfig and FUNDING.yml development files that
are now shipped in the tarball, and use find -delete for the empty
directory cleanup so nested empty directories are removed as well.
