* Since version 25.07, "uv" is required in conjunction with py-hatchling
for creating the Python wheels. This replaces the previous Python
packaging process, which was mainly managed via the supplied "runner"
build framework.
* Also complete the fix from 3c83809b8fe3 by replacing the remaining
errorneous SET_ENV with SETENV.
