devel/py-orjson: Update to 3.11.4HEADmain

* Switch to PyPI because it's the preferred source for Python ports.

* Remove USE_PYTHON=cython instead of setting it to USE_PYTHON=cython3,
  because Cython is not needed at all. [1]

* Strip shared library.
