Upstream itself documents tools/client-side/svn-vendor.py as the
replacement for svn_load_dirs.pl. devel/subversion no longer bundles
any of tools/client-side/ (dropped in the 1.15.0 rework), so there's
no FreeBSD port shipping the replacement either; anyone who needs it
fetches svn-vendor.py directly from a matching upstream release
tarball.
