Thonny now builds with the uv_build PEP 517 backend instead of setup.py,
so switch to USE_PYTHON=pep517 and add uv-build as a build dependency.
Upstream's <0.12 pin is out of reach for the port's uv-build 0.13.x, so
relax it at extract time. Match RUN_DEPENDS from pyproject.toml.
