- Only build unit tests when requested to make overall build faster
- Adjust port Makefile to more closely follow Porters Handbook
- Remove USES= tar:tgz (incorrect)
- Replace USES= localbase with localbase:ldflags
- Use a separate section for USE_GITHUB
