Erlang 28 is fully supported starting with RabbitMQ 4.3.6:

Flavorize with Erlang 27 and 28. Default 27.
Use %%LOCALBASE%% and %%_ERLANG_LIB%% instead of LOCALBASE and
_ERLANG_LIB in patch and REINPLACE_CMD.
