Major version bump with breaking CLI changes since 0.29.0:
- multi-word flags are now `--snake-case`
- `definitions export -` is replaced by --stdout
- `--tls-ca-cert-file` trusts only the given CA
- drop both aws-lc-sys powerpc patches, merged upstream in 0.44.0
- adds forward compatibility with RabbitMQ 4.4.0
